photoshop not opening

Hi, I downloaded the latest version of Photoshop, everything was working great, then dear old Microsoft installed updates to windows 10, which really messed up my pc. Did a restore to before the updates however that removed the last download of Photoshop but the previous 17 version will not open. HELP PLEASE
