Photoshop not opening after update with error

I just updated Photoshop on my computer and now it won't open anymore from the Creative Cloud app. And when I try to open it from the start menu, I get an error: "The code execution cannot proceed because dxcore.dll was not found. "
I tried restarting my computer as well as uninstalling and reinstalling Photoshop. Same problems persist. Please someone help me as I need it for work.

It was working fine until I updated it.

 

Version: 26.1

Platform: Windows computer 

Reproduce: Just trying to open the program

Results: I expect the program to open and it isn't opening
