Photoshop not opening image with a corner of bank note showing

Trying to figure out why this is happening. I could understand it if I was shooting an entire bill, or a major portion of one, but this doesn't make sense.

The first image is one I shot and worked about a week ago. Photoshop didn't give me any grief, it just did what it was supposed to do. Second shot is one I tried to open yesterday and Photoshop wouldn't open it. I got a message about counterfeiting.

I understand their concern, but I don't understand it being applied to this image. Anyone know how to work around this. Is it just because a few letters show up in the serial number?I don't really want to lose a client because of Photoshop.

    As Kevin mentioned there are various things PS looks for I. A bank note. One photo might trigger it, while another may not, depending what is shown. There are multiple things that PS tries to detect.

    I still don't understand why Photoshop worked with the first image, but not the second. I suppose they could be worried about me counterfeiting the top left hand corner of a bill, but it seems kind of silly to me that it edited one shot, but not the other.

    While you can open the first image if you try working on it you may get something like this

    It a feature to stop counterfeiters using Photoshop for their craft. Howevet the image you posted open fine.
