Photoshop not working!

Hi, i have reinstalled photoshop onto my laptop but it doesn't seem to be working! I had uninstalled and reinstalled the app yet launches as a black screen everytime! I have also done command-option-shift before launched as suggested on this community but it hasn't seemed to work. Does anyone have any suggestions please!
