Photoshop Not Working

I have uninstalled and reinstalled multiple times - Photoshop is unusual.  I think this was related to a plugin that was installed that was removed from the Win: C:/Users/USERNAME/AppData/Roaming/Adobe/CEP/extensions folder. Photoshop says:

 

Could not complete your request because of a program error.
