Photoshop now not openning any kind of file type

I just did an update through the CC dialog box on my desktop. I am running Windows 8.1 and it updated Photoshop to version 19.1.7 release. When I opened Photoshop to start a new project, it will not open the photo that I want. I then tried again, but nothing. I tried png, jpg, then tiff, and even my finished psd files but it will not open anything! WHAT IS GOING ON????????

Coming to this Adobe's site, I saw that version 20.0.4 is now available. Why didn't CC update me to this version????

Developers are now moving away from Windows 8.1 because of its tiny market share, just as they are abandoning people who freeze their Windows 10 systems. "CC 2019 apps are available for Windows 7, Windows 10 or later, and macOS Sierra 10.12 or later. 2019 versions of Digital Video products require the newest versions of Windows 10 and macOS Sierra or later. Windows 8.1 or early Windows 10 versions are not supported.OS support for CC 2019 apps Adobe make this info hard to find, as search for system requirements for Photoshop tells you about the previous version.

Uninstall Photoshop.

Run the cleaner tool. Use the Creative Cloud Cleaner Tool to solve installation problems

Restart your computer.

Open the Application Manager as Administrator (right click)

Make sure it is up to date.

Install Photoshop.

Windows 8.1 was definitely problematic installing Photoshop, and the above is best practice.
