Photoshop on 2 laptops

a few months ago i purchased a new laptop alongside my old one (with a photoshop yearly subscription purchased on the old one it). I learned that it is possible to have photoshop on up to 2 devices and therefore downloaded photoshop on the new one. However, every time i close photoshop on the new one, all my workspace changes disappear and I open up the program fresh and untouched all over again. When i try to make any changes, the message saying 'the file is locked and you do not have necessary access permissions, or another program is using the file. Use the properties command in Windows explorer to unlock the file.'

Help please.

What is the operating system?  I can remember there being some issues around file permissions with OSX a while back, but I thought that was fixed.
