Photoshop on an iPad. Layers “Stuck” Together

First, please note that I am using the iOS version of Photoshop on an iPad. I’m trying to add a signature at the bottom right of a photo. The file came from PhotoLogo. When trying to use the copyright feature in Lightroom, nothing appears. Same result with watermarking in Photoshop. When putting the image on one Photoshop layer and the sig on another, whenever I reduce the size of the sig, the size of the main image decreases accordingly. I see nothing that shows the layers linked together. Can someone help me “unstick” these two layers so that I can operate on the layers independently?

After more experimentation, I finally found a solution. My mistake was trying to do this action using layers. Watching the video on layers once again, I found a hint that compositing tools might be a good approach. I used the add pictures icon on the tool bar to insert the sig file into the primary file. I was then about to resize the sig and place it where I wanted it. It's clearly not a method for adding sigs to a large number of photos, but for only a few images this trick works nicely.
