I'm using a wacom intuos pro and when I try to zoom or pan something goes wrong e pan becomes crazy, and fixed in one side of the screen, after that, even with my mouse the problem still happened and I have to close photoshop and re-open it.

Do you have tried to reset the preferences?

Do you use the latest version of the Wacom driver?

If this doesn't help we need more informations about your system.

Which operating system do you use?

Which version of Photoshop do you use?

Please post the exact version and no phrases like "latest", "recent" and so on.
