Photoshop Photomerge - "Unable to Open File"

I'm running into an error where when I try to photomerge files in Photoshop, I receive the error "Unable to Open File" on the 2nd, 3rd, etc files included in my photomerge. My co-workers are able to perform the photomerge without any errors, so it appears to be something with either my version or my settings.

 

Also, another odd thing: I uninstalled, rebooted my computer, then reinstalled, and it let me do one photomerge without any errors, then the second time I attempted a photomerge I received the same old error: "Unable to open file: PH_2009_Filename_00213_3" followed by "Unable to open file: PH_2009_Filename_00213_2" (it gives me the errors counting down from the highest numbered file down to the 2nd lowest - it doesn't give any error for the lowest numbered filename).

 

Any help would be greatly appreciated! Providing Photoshop and OS versions below, let me know if you need to see any other settings.

 

Also, forgot to add: I tried installing an older version of Photoshop and received the same error.

I face the same issue frequently but nit always. However, one solution that seemed to work is to drag>drop open the files on Photoshop and now run the Automate command, when it prompts to add files, click on the "add open files" button below browse on the right and works.
