Photoshop Photos/text not Aligning -- not even moving

I have two images -- they are the same size and on different areas of the document. When I select them both and click on any of the align tools nothing happens. Is anyone else having this problem? I have the most recent version of photo and am running Windows.

I have restarted PS multiple times. I have restarted my computer. Seems to be an actual issue.
