Photoshop problem

I have a Wacom tablet which I have been using for a year now, it has been great until now, a week ago I wanted to use photoshop but when I tried to draw on the paper/canvas it acted like the drag tool, but sometimes it worked normally. I have no idea what happened, I have tried resetting the tools and reinstalling photoshop but nothing has worked yet. If someone can help, that would be appreciated.

The problem was caused by Windows update KB4089848.  You can:

leave it installed and deselect Windows Ink in the Wacom software - this will stop the dragging, but remove pen sensitivity

or

uninstall it in the Control Panel and Pause updates in Settings - this will give you good pen operation but you will not get new updates to Windows for the duration of your pausing.

There is no indication that I have seen that Microsoft will fix this in the next update which will probably be the Spring Creators Update coming on 10 April.

I am now using WinTab (as others here have done) to avoid Windows Ink entirely.  It seems to be working ok.
