Photoshop Problems

I am trying to move around the pannels but they are stuck on place and i can t seem to find a solution. When i draw i move the brush pannel around so i can see the drawing but now i can t and its annoying.

Does anyone know how do i make them unstuck?

You know, i clik on them so i can move the pannels but they won t
