Photoshop randomly disables instruments and functions

After updating to 23.0 Photoshop interface may suddenly stop responding completely or partly. E.g. hand tool may become disabled for a few minutes, sometimes you can call the save screen and buttons do not respond, or transform tool shows complete ignorance to user commands.

 

This is not a hardware issue or anything else, no beachballs or any signs of not responding app are shown. Other tools are working, I can open or create new documents etc. And it is not only Mac or M1 or MacOS problem, colleagues reported the same strange behaviour on their Windows machines.

 

I don't know how to reproduce the bug and I don't use Photoshop much, just one or two times a week. But most of the time I may catch this bug when opening or creating new file and start working with it for a few seconds.

And here we go again, hand tool doesn't work this time. Tried to enable and the disable the Flick Pannind - no luck. The only option is to reboot.

Did you update to 24.1 release that came out yesterday?

No, I didn't. Using 24.0.1 for now.

Go to Preferences > Tools... and uncheck "Enable Flick Panning" off. Does the problem go away?

Thank you Jeffrey. Unchecked the tool. As far as I don't know exactley how to reproduce the bug, I'll just continue using Ps for a week or so and see how it goes then report here.
