Photoshop Really Laggy

So I have a pc 8700k - 32gb ram - 2080super 

 

The last few months, photoshop has been super laggy. I have All of the performance settings correctly set to far as I can see - https://drive.google.com/file/d/1312Y6HiRAmJU5AwftJjdlkdsjLDQLyPT/view?usp=drivesdk

 

It's especially slow to switch tabs for examples - if I have 2 1920x1080 images open - it takes about 5 seconds to switch tabs from one image to another. 

 

I've also tried the 'legacy compositing' option and no luck. 

 

Everything else on the computer runs just fine and my system cpu/gpu/ram/disk levels are all low.
