Photoshop's Camera Raw filter makes images appear overly bright

I use a Gigabyte G24F monitor and it has HDR. Editing photos in Photoshop with HDR on in Windows 11 doesn't cause any problems, but when I open the camera raw filter for final touchups, the image looks overly bright. But outside the camera raw filter, the image is seen as it is. If HDR is turned off, there is no problem of excess brightness anywhere, but then again the colors of the entire display content appear less vibrant.
