Photoshop saves to jpeg that will not open

I switched to a Mac last year and ever since, when I save my images in jpeg file format, I get several images that I cannot open later. I then have to open them in "Preview", duplicate it, then re-save the image as a jpeg. Why does this happen? It's not all the time, but once it does start to do this, it will do it to several images in a row. Usually, these images have a thumbnail with the file extension of jpg so therefore I have no idea that they are corrupt.. I have sent these to my clients only to have them come back and tell me that they are blank or they can't open them. It's maddening! What can I do to stop this? I am running the latest Photoshop and am using Mojave operating system on my MAC.
