Photoshop Script Define Variable/Dataset

Is there a way to do Image > variables > define using a script to use the layers in a document and create the variables dynamically.  Or a tool similar to illustrator VariableImporter https://github.com/Silly-V/Adobe-Illustrator/blob/master/Variable%20Importer/VariableImporter.jsx .   In Photoshop use a script to map a dataset with layers named the same.  I need to use this for pixel replacement with the options, that illustrator does not provide.  Thanks for your help.
