Photoshop shortcuts work only with Danish . Why is that?

For a long time, I 've been using Photoshop 18, but very occasionally, cause it is not my main tool. 

The latest time I had noticed that keyboard shortcuts did not work.

So I thought that something is wrong with photoshop, and I tried the '20 edition (trial).

Same problem.

I thought I need to fix this.

Probably something with the settings. I tried every web recommended solution. No results.

Maybe Wakom Tablet software is to blame. I Uninstalled everything and manually removed every garbage file. No results.

Then I thought, this must be the common issue that lately Adobe shortcuts have, which is shortcuts work only in English language (new that from Illustrator))...

I tried the English UK, English US, English UK (US Keyboard) and Greek (I'm greek!). But no change, No results!

I kept web-searching for a solution and lucky me, I never fully read threads about Danish keyboard shortcuts not working, as the above try-outs. So I said, Why Not? Maybe they do not talk about the aforementioned language problem. I installed the Danish language and miracle!

It worked!!!!!

So, how does this thing happens?

I mean, why keyboard shortcuts do not work with English but work with Danish?
