Photoshop snapping to edge of document whenever I use any tool

Whenever I try to use the hand tool it just snaps to the space above the document. Now it's happening with every tool, like if I go to use the paintbrush it snaps to the top of the document. It's impossible to  get any work done and is super frustrating. I've tried restarting my computer and installing new updates but nothing is making it stopped. I checked to make sure I don't have the snap tool set to anything and I didn't. Does anyone know what's going on?

Edit: I am using a cintiq and the problem seems to only be happening when I use the cintiq, I need to use it though

    There’s a known issue with the Wacom drivers. Please check the Wacom website for news about this and updates to your drivers

    The latest windows update (KB4093112)  has caused an issue with the Wacom tablet and Photoshop.

    You can either - undo the update

    or

    Do the following:

    1. Use notepad to create a text file and type in :

    UseSystemStylus 0

    2. Save the file as PSUserConfig.txt in the following location
    C: > Users > Username > AppData > Roaming > Adobe > Adobe Photoshop CC 2018 > Adobe Photoshop CC 2018 Settings

    3. Go to the Wacom tablet properties and for Photoshop under Mapping  uncheck "Use Windows Ink"

    4. Restart Photoshop (if it was open when you did this)
