photoshop swatch panel, I can't see the 'Load Swatch' menu on the panel.

I'm using Photoshop 2020 version. I want to import files from the swatch panel, but I can't see the 'Load Swatch' menu on the panel.
Is there a way to show the "swatch load" menu? Or is there another way?
