Photoshop taking forever to load on the 2nd launch

Can anybody help me with this, for some reason when I open a PSD file, close photoshop and the reopen a PSD, the second time and any other launches of photoshop after, take forever to load until I restart my pc. This does not happen on my desktop, the laptop has 32GB of ram, 28GB which is assigned to photoshop, it has a ryzen 7 cpu and I can’t think of what could be causing this issue. No scratch disks are full and the SSD in the laptop has more than 600GB of free space. See video for what I’m experiencing, I’m on the latest version of photoshop and everything is up to date. 

 

Although you can’t see it in the video (my apologies) the cpu doesn’t hit above 25% when opening the PSD. I have also tried this with the laptop plugged in and on max performance which results in the same effect.

That's far too high, you risk choking the whole system. Dial it down to 60-70%. Other processes need memory too - even Photoshop plugins like ACR.

 

If this is a laptop with integrated graphics this becomes even more important. The problem with integrated graphics is that it uses shared system memory, and it can use a lot.

 

Aside from that, reset your Photoshop preferences. Corrupt preferences can cause erratic and unpredictable behavior. Preferences are prone to corruption because they are rewritten on every application exit.

 

Do you get the splash screen when it stalls loading? If so, what does it say where it lists the sub-modules?

Thanks for the advice I’ll do that now especially with the memory. I don’t get the splash screen when its loading which is kind of odd.
