Photoshop too large for screen

photoshop is to large foe the screen using a 46' monitor or my 13" laptop cant do anything

what i did was to go to (windows10) setting and change screen size to 125 not 150 but to strange is that LRC /LR work in windows 10 150 screen setttings

Photoshop is passed the number of Pixels you Displaye has by your system. Photoshop would make its Window User Interface fit on you display. Pixels not feet or inches.
