Photoshop toolbar missing with upgrade

Updated to photoshop 2023 and now my toolbar is missing. cannot figure out how to restore it. Help!

    Or Window > Workspace > Restore (whatever workspace you are using.

    The Tab key toggles all tools and panels on and off.
