photoshop toolbar not working on MacOs

I have a technical problem and I can't find a solution for 1 year. When I close the window while drawing in Photoshop, my toolbar doesn't work when I return to Photoshop, and it doesn't improve if I don't close or wait for the program. I do not experience this on my Windows computer. I've done my best for months, but I can't fix it.

Photoshop 21.0.2

Even if I update the computer and the program at the same time, I cannot solve the problem. I set the memory to 85%. then I turned off the graphics processor, this time the zoom tool didn't fully work. that is, I cannot run the program without error.
