Photoshop tutorials not working

Hi, some photoshop tutorials of the category "apply creative effects" doesn't work properly, the suggestion-pop-up windows doesn't appear. My photoshop is updated to the last version. Any suggestion on how to solve this problem? Thank you!

Of the Hands-on tutorials that are available via the Learn section within Photoshop, I don't see "Apply creative effects." Maybe it got removed or updated. I do see "Apply a filter" which says "Create a unique look with filter effects." Is that the one you mean? That one seems to be working.

 

Could you give more details about where you found the tutorial, what steps you took, and what the result was?
