Photoshop v 20 and v 21.0.2 won't open n Windows Operating System

I have tried all available solutions online:

  • Yes I am signed into CC
  • I've deleted all "preference settings" in the Roaming AppData folders.
  • Reinstalled all versions of Photoshop.
  • Reinstalled the older version of Photoshop (v 20) and tried just running that.
  • Reinstalled the newest version of Photoshop (v. 21.02) and tried just running that standalone.
  • Reinstalled the older version, then clicked updated, and tried running from that.
  • Tried opening then closing it in task manager, and re-opening as Administrator.
  • Rebooted my PC.
  • Deleted all Photoshop folders.
  • Tried using the Adobe Creative Cloud Cleaner, it will not run either.
  • Done various combinations of the above in different orders.

Nothing has changed when Photoshop was working just fine the other day.

There is no crashing. It just does not open. In task manager there is 0% CPU and about 18mb Memory being used.

Adobe Premiere works just fine by the way.

Hi Chris,

Sorry to hear that Photoshop isn't opening on your system, that does not sound good.

As you've already tried multiple steps, could you please let us know what version of Windows you're working on?

Could you try creating a new user accoung on Windows with admin rights and test Photoshop on that account to see if it opens up? https://support.microsoft.com/en-in/help/4026923/windows-10-create-a-local-user-or-administrator-account

Also, please check if there are any pending Operating System updates available to install and update the graphics drivers from the manufacturer's website.

Regards,
Sahil
