Photoshop: video timeline!!! how to lock the frame in timeline??????????

I am trying to make a video in Photoshop.

I want to put my frame exactly in the fifth second, but when i add the other photo in font of it, the frame i want to put in the fifth second will move back to different second. 

I can't move around the photo, otherwise I need to adjust the photo one by one to the second i need it to be.

Is any way i can "lock" the frame in the right position i want?

Adding any frames before a frame would naturally shift that frame.
I recommend using layers to rearrange. Then you can clear the frames and reapply the layers to frames. I just find it easier to work. Some may not, LOL.
Or use keyframes. The position of the object will stay put at the time you want no matter what happens before it. The difference will be how slow or fast the objects will be before that time.

i try to use keyframe too, but sometime i make first key frame large and the second one small. however, when i use the second small, the first will be small too...

The only time that should happen is when the first keyframe is also selected.
