Photoshop will not let me duplicate layer since new update

Hello, just updated to the new photoshop CC 20.1 or whatever it is as of the date 12/12/18. Anyway, I cannot duplicate layers! Or use most layer tools it seems. Does anyone have a fix? I've uninstalled and reinstalled it. The photo I am using is a Canon Raw file, these files were working and duplicating fine yesterday after importing from lightroom (my workflow).

Any suggestions would be greatly appreciated.
