Photoshop will not open .psd files and will not exit program

Every time I try to open a .psd file, I get the error message, "Could not complete your request because of a program error." The same error message pops up whenever I try to close/exit Photoshop. This is keeping me from resetting the preferences to try and resolve the issue. I am running Windows 10 with all updates, and this has been happening since the update to Photoshop 2021.
