photoshop window jumps to the front

Question

hello, I am using PS version 20161012.r.53 x64    Lately the open photoshop window will jump in front of any other application that I may be working in. It was not doing this behaviour when I first started using it, I'd say the last 2 weeks. I'm not sure if there have been any updates that may have triggered this. If anyone has a solution by all means share as it is disruptive to work. thanks

After 8 years later, photoshop stealing focus is still a constant frustration.

It seems like this happens whenever Photoshop finishes an operation. e.g.

You hit save on a large PSD
You switch to InDesign to keep designing
After the save ends, Photoshop jumps/moves/switches to the front and steals focus
It seems to always happen if you're in the finder though

It's constantly in the way after many different versions or Photoshop and MacOS - current setup is...

MacOS Ventura 13.6.7
