I click the open

It won't open

bridge cc is open

    This doesnt help I see photoshop is not inclded in my plan

    When you ask a question you need to provide some basic information

    Mac or Windows, and EXACTLY which version of the operating system?

    Recent Mac AND Windows operating systems have been known to cause "odd" problems

    Are you using a computer Administrator account with full read/write permission?

    Exactly which version of the program do you have that is causing problems, and what error message do you see?

    And, maybe another thing that might happen: if you did an update recently, and removed the old Photoshop CC 2018 version, sometimes Finder / Explorer or Bridge are still pointing to the old 2018 versions. Are you opening your files through Bridge now? In that case you can go to:

    Mac

    Adobe Bridge CC > Preferences > File Type Associations

    Windows

    Edit > Preferences > File Type Associations

    Scroll down to Photoshop Document and make sure you've selected the right Photoshop version (see screenshot below). In my case this is Photoshop CC 2019.
