Photoshop won't start due to miss dll file

My photoshop at work won't start up anymore.

It says there is a file missing: api-ms-win-libraryloader-l1-2-0.dll.

 

Anybody knows how to fix this?

That seems to be a Windows DLL.  However, I do not see it in Windows 10 and Photoshop works fine what version of windows are you using Photoshop 22  requires Windows 10.

Windows 7. I know now that this is a windows version issue.

Windows 10 works fine.

Any idea what causes this?

Not sure what's causing it but seems to be related to ACR version 13.1 on Windows 7 with Photoshop version 21.2.4, no issues on Windows 10 with Photoshop version 22.1
