I want to make icons but don't  have money for Ai.

It can... but it really depends on how you want to use them.

I would probably design icons using Illustrator.  First off... depending on the icon you might need to print it bigger at some point.

So I work for the developer of an app.  All of our icons are vector based.  So if we need to print them at any point in large scale we can.

The same goes for logos... go for Illustrator.

It is not that Photoshop can't but most designers will tell you to create icons or logos.

If you do 1024x1024 png file you be fine.

Icons are often vector based. Illustrator is generally the program of choice for creating vector graphics and Photoshop is generally the program of choice for manipulating raster (pixel) based images. I say "generally" because there is definitely some overlap between the two programs. The vector manipulation tools in Photoshop are pretty good but nowhere near as strong as Illustrator.

The person that told you this might be wanting intricate vector icons such as SVG or PDF and hence their preference for "not" Photoshop.

Can you save in svg fomat?

No. Photoshop may not be able to save out to the specific file format your icon software uses.

I create icons all the time in Photoshop.
