Picture is bigger than Canvas

I dragged a picture from desktop to photoshop.  Then edited.  

Then Cntrl+N.  I can see a bigger picture than canvas.  What is this problem.

Please comment.

Ctrl+N is the shortcut for File > New. You should have then chosen the size for the new blank document. If you can’t see all of it, go to View > Fit on Screen.

I think Jane could not get my question. I clicked Fit on Screen also. No result as I want. I mean to say. The problem is picture size is bigger than frame. I hope now you got it.

To edit a passport size photo I have done as follows :

  1.  Opened photoshop.  I got a window.
  2.  Cntrl+N         I  got another window.    When I get the above mentioned window (item No.1)  why should I need another window (item No.2).

Item No.1 itself is a window/canvas.
