Long story short, I tried to install Pixel Bender, which does not work with PS CC. I can not uninstall it through WIn 10 or through  Adobe Creative lCeanup, any ideas? Thanks.

Pixel Blender is not part of Photoshop CC.  I was an Adobe Lab product that was in one or tow old Perpetual version of Photoshop. You can most likely just delete the none working Pixel Blender from your  Photoshop CC install tree where ever it was installed into CC. Most likelt was installed into Photoshop Plug-ins folder... Checj your CC menu Help>System Info for leads as toe where Pixel Blender may be installed
