Q) In Timeline, what is the difference between Position and Transform?

 A. Transform is used for Smart objects and Text layers, whereas Position is used for rasterized layers,
 B. Position is used for Smart objects and Text layers, whereas Transform is used for rasterized layers.

    Your statement C. (Position and Transform are the same.) Is not actually correct.  You seem to know there is a difference but don't quit know the difference.  Smart object for the most part behave like raster layer the pixels actually can not be changed that there is and associated transform for each smart object layer to transform the layer  that is transform the pixels rendered by photoshop for the layers object.  There are also two types of timelines a video timeline and a frame animation timeline.  Frame animation timeline only support frame layer positioning and frame layer position can automated via tween.  Tween does not support automated transforming layers.  Transform can not only position layers transform can additionally rotate layers and can distort perspective and shape of layers and scale the layer.  Position only moves the layers location. Video Timeline support transform as well as position and transform can be use to only position if you have that need.  A Video layer converted to a smart object works more like a stack-mode smart object. A video layer containes many frames for the video  these framse came be rotated and distored in an automation of the video layer in the video timeline. In a frame animation each frame is like a still image the composit if the visible still layers  the make up a frams  in the framst animation timline.   A video timeline can have video layer as well as still layer the are displayed in the timeline.
