please help change language

I installed photoshop 2 months ago and this was done in Dutch. 
I would like to convert this to english. I was unable to do this through my account. 
Then I uninstalled the app from the PC and wanted to reinstall it. Now in English language. 
Now downloading photoshop app no ​​longer works. What am I doing wrong and how can I fix it?
