Please help! Deblur and/or sharpen image of a license plate from a hit and run accident

Could someone help me to ready and identify the license plate number within this image?

I was just involved in a hit and run accident, where the car in question T-boned me and drove away.

Based on my discussions with the police and my insurance, there is very little I can do to recover damages to the car without a license plate number.

So, I'm asking the kind folks on this forum if there is anything they can do to help.

    Unfortunately there is nothing in that area of the image (which is roughly 80x50 pixels) to sharpen and deblur. The best you can do is improve the local contrast between pixels but that cannot put in pixel information that is not in the image.

    The crime dramas on TV give the impression that information can be pulled from nothing - but they are fiction. Our eyes and brains are pretty good at recognising information if it is there. Photoshop can sometimes make a recognisable plate a little clearer but that is all.
