Plugins missing from PS 24.7 and the Beta

No idea what's going on, here. Both Photoshop 24.7 and the Beta apps are missing all standard plugins and access to plugins like Nik Collection. The About Plugins menu shows the list of the external plugins.

I've rebooted the computer, but still...

Mac M1 Max, MacOS 13.5, PS 24.7.0, PS(Beta) 25.0
