Polygonal lasso stops following the cursor

For the longest time, I'd been using Adobe Photoshop CS5. The polygonal lasso tool worked fine. Then I got a Surface Pro 6 and the older program just didn't work with it very well. So I purchased Adobe Photoshop CC 2019 and it has been working great...except when I use the polygonal lasso tool, it will randomly stop following the cursor. I have to hold the stylus down and slide it for it to pick back up again. Works fine for a few points, then does it again. I thought it may just be a driver issue or something else Surface Pro related.

Then I decided to install this new version on my Desktop. The problem appeared there, too! So, these two devices share nothing in common as far as hardware goes: different tablet technology, different types of CPUs and GPUs, etc. The only things in common are they both run Windows 10 Build 1903 and Adobe Photoshop CC 2019.

The issue doesn't appear when using a mouse, so it's definitely an issue with how Photoshop and the tablet hardware is interacting.

The Surface Pro 6 is fully updated. The Desktop has the newest drivers available for the hardware that's installed. The tablet for the Desktop is a Wacom Intuos 3, so it's not some off brand generic tablet. I've also already tried resetting the preferences. The issue got worse after that.

    I'm un-able to reproduce your problem on Windows 10 1903, Photoshop CC 2019 version 20.0.6 with the latest Device driver for my Nvidia Quadro K2200 with or with its GPU enable,.  The Autopan works better with GPU enabled.

    Using my mouse or mt Wacom Intuos Pro with the latest wacon dirver

    Interesting theory on it being GPU related. Haven't considered that although I did test with GPU acceleration both on and off. The Surface has Intel graphics and Desktop with AMD Radeon graphics...so they don't even share that in common.

    Just for fun, I created a low res image with no channels or layers and switched to the crosshair cursor thinking maybe a resource issue. Same result though (see video). Although this video shows the issue after only a few taps, I was able to do around 30 on a different image earlier before it messed up, so it's very random.

    An other difference is I use WinTap API with my Wacom  Pen on my workstation for I have some old CS versions of Photoshop installer there as well as CC versions.  You use INK API for Pen support on your SP6.  I have a SP 3 but its pen battery is dead for years I use my Wacon Intuos pro via INK there.  I have not tried to reproduce the problem on my SP3.  I just wanted to let you know your problem may be related to your Hardware/Software configuration.
