Pop Up Window Prevents Opening Files on Photoshop 2020 for Mac

I just installed Photoshop 2020 on my mac. I clicked on file>open to bring up a previously stored tiff file. Instead of opening my picture, a window opens that says "No cloud docs yet. All your cloud dox from photoshop on mac, windows and ipad will be right here." In the lower left hand corner is a button that says "on your computer." On the right it says "cancel." 

If I click "on your computer," it tells me I don't have any cloud dox. If I click "cancel," the window closes, but comes back if I try to open anything.

I don't use cloud storage, nor do I want to. This window renders photoshop unusable and I want it to go away permanently. Can anyone help me?
