Porgram Error

Hi, it happens just this morning that when i tried to open a new file, it would prompt me this message, 'Could not complete your request because of a program error'. I have tried to unistall and reinstall but same issue whenever i tried to open a new file or open my file. 

Please help to assist to resolve this.
