March 2017.

Can I still upgrade CS 5 to CS 6 after I transfer it from my old Mac Pro OSX to my brand new Mac OS Sierra?

And I'm not sure that CS 5 is even compatible with OS Sierra.

Lots of people are using CS5 with Sierra. It's not officially supported by Adobe but it should still work.

See Installing Creative Suite on macOS 10.12 (Sierra)

I am thinking of getting the new Photoshop Elements, but when I looked at it, I noticed that using a "history" brush component is not an option. Any insight?

Correct. There's no History Brush in the default toolset of Elements as shipped by Adobe.

However you can add a History Brush with the commercial Elements+ add on

You can no longer buy CS6. If you want something newer than CS5 you will have to subscribe to Creative Cloud.

Although it is possible to subscribe to Photoshop only, the best deal is the Photography Plan, which includes Photoshop and Lightroom for $10 a month. (half the price of a Photoshop only subscription)

Thank you for your prompt contribution. My problem is - I live in S. Chile where the Cloud is not yet a reliable option. (currently in USA preparing to return.) So I need a photo program on the computer. And I'm not sure that CS 5 is even compatible with OS Sierra. I am thinking of getting the new Photoshop Elements, but when I looked at it, I noticed that using a "history" brush component is not an option. Any insight?

Creative Cloud is just a name. You still download and install the full program to your computer. Nothing is run from the Clouds, the internet. It is all run locally off your hard drive.
