Possible to animate effect parameters?

Hi, I'm rather new to animations in Photoshop. I'm wondering if there is a (simple) way to animate effect parameters for example. Let's say I want to create an animation for a still that gradually increses the strenght of oil paint effect filter. I don't mean gradually increasing the opacity of a layer containing the oil paint effect, but actually gradually increasing certain values of an effect/filter. I know I could do this frame by frame but I'm interested in automated function for this. Thanks in advance!

If yu are serious about animation you probably should not waste time with Photoshop for such a task but search out siftware that is more fit to the task, possibly After Effects. 

 

Edit: In Photoshop a frame Animation with multiple inctances of a Smart Object with the Filter applied with various settings may provide a clunky work-around. This could even be automated to some degree.
