Pressure Sensitivity not Working, I have tried nearly everything, to no luck!

I updated my PC a few weeks ago and Adobe Photoshop stopped working. I use a Wacom Intuos Pro Tablet and when I started to draw it would scroll, not leaving a mark on the page.

     I found out that this was a reoccurring problem with some users and that you needed to do this as following to fix the problem I was having:

1. Create a file that contains instructions to revert to the WinTab functionality.

2. Create a text file in a text editor such as Notepad.

Type in the following lines:

# Use WinTab

UseSystemStylus 0

3. Save the file as a plain text file named PSUserConfig.txt

4. Put (copy) the file into the Photoshop settings folder: C:\Users\[User Name]\AppData\Roaming\Adobe\Adobe Photoshop CC 2015\Adobe Photoshop CC 2015 Settings\

5. Restart Photoshop and check the pen pressure and overall performance.

I did this and the scrolling stopped and I could draw on the canvas, however because I had turned Windows Ink off my pressure sensitivity is not working so I can not vary my lines from thin to thick when I am drawing.

There have been problems lately caused by Microsoft INK updates.  These have been fixed.    The latest version of Windows is 1803. If Windows is Up to date Photoshop CC should work well with Windows INK. Perpetual versions of Photoshop will no work with Windows INK.

Many Photoshop users  do not have a good understand about Photoshop Pen support.

Old perpetual versions of Photoshop supported Pens  before Windows had Pen and Touch support.    Pen support was provided by Tablet Device Dirver support  VIA an Application Programming Interface (API) for short.   The API used by Wacom and Photoshop was known as the WinTab API.   When Microsoft added Pen support into the Windows  OS Microsoft a new API known as Windows INK.   When INK was first implemented Adobe  found shortcomings in INK and continued to use WinTab API for Pen support.    Windows INK was updated by Microsoft and  Adobe changes  Photoshop CC to use Windows INK for Pen support.  Wacom also Added Windows INK APIto their device drivers.

However, there is a big Problem.    OLD Perpetual versions of Photoshop  only support Pens via Wintab API.   This problem was solved by Adobe and Wacom.   The current version of their software can be configured to use WinTab API for Photoshop.  In your user ID preferences for each version of Photoshop  installed you add the PSUserConfig.txt file and in your Wacom Prefences you set a Preferences for Photoshop Pen mapping not to use the dedault   Windows INK.   So you can use Wibtab API with Perpetual PS and CC PS.  I do not know the name or the API use on the Mac platform. I would think it would be like  WindowsTablet support API

Other make Pens and Tablets may not support Wintab API so user with that hardware will most likley only be able to use Photoshop CC. So they need Windows to be up to date for correct operation.  Microsoft Pen and pens like Wacom Bamboo support INK API.   IMO it is not a good idea to install Microsoft WinTab device driver for the pens. New Application including Photoshop will be using Windows INK API.  Users should stay with Windows INK.  On my Surface Pro 3 I do not install  Phoroshop CS6.  I only have CC 2014 and CC 208 installed on my surface Pro 3 and use Windows INK.  On My Wokstation I also have installed CS6 and use WinTab Api with Photoshop.
