Problem placing PNG graphics please help

I used to be able to place a PNG graphic logo in photoshop then resize it and then move it around.

But now there is annoying addition hurdles.

The first is when the graphic is placed and then moved the original placed graphic remains in addition to the moved one. Also selecting the graphic to move it sometimes takes 2-3 tries to move it.

Ugh why has this got so much more difficult?
