Problem with creating a new keyboard shortcut

I am trying to create a keyboard shortcut for a "File Menu" item in the default set keyboard set.

I manage to open up the space to insert the new shortcut but the Control Key will not respond (it works fine in other circumstances within SS cc 2019)

I am using 20.0.2 . Other key will input their character into the space correctly showing I have to enter Control Key first.

Ideas please?

    I cannot reproduce problem in Photoshop 20.0.2 on Windows. There is no problem to assign new keyboard shortcut with Ctrl key.

    Thanks for swift response Bojan. I followed the procedure under PS help; problem with the help page it does not specify how to type in shortcut and I had forgotten to press all three keys at the same time! Senility rules
