Problem with Wacom Intous PTK 640 on Windows 10

I have been using adobe products for quite some time but I have run into a snag with my Wacom Intous PTK 640 sketching pad. I am operating on a Windows 10 computer and my tablet is not able to fully operate the way it had been in the past. I went through the Wacom website and downloaded the new drivers and followed their directions but when you choose a tool (example: Paintbrush) the pen shows up as a circle when it is not touching the tablet surface. As soon as it touches the surface the pen goes to a small crosshair. this is not allowing for accuracy with the brush. I went as far as to purchase another tablet (an X-Pen Deco 01) and installed the drivers and it has the same result. Can anyone advise?
