problems organizing artboards in photoshop:

Hi, I used to have the little circles appearing around an artboard to add new ones abobe/on the sides or under an existing one but I don't have that anymore: is it a bug or has the interface changed?
Also I am so buggered as I really have trouble now reorganizing my artboard as when I duplicate one, it come necessarily on the right of the original one but I would want to move it underneath but can't find how to do that… The arboard tool is no help to me… I am using Photoshop 24 on Monterey…
